Barclays Capital has hired Philip Tsao, a former managing director within Morgan Stanley’s institutional equities division, to head its global finance and risk solutions business for Greater China.

Tsao, who started work at Barclays in Hong Kong on Monday, is charged with leading the bank’s financing and risk management franchise for corporate clients and financial intermediaries throughout Greater China.

The business is co-headed in Asia-Pacific by Patrick Kwan and Andy Jones, and comprises debt and equity capital markets, loan origination, leveraged finance, financing and risk solutions, and enterprise risk management. Tsao will provide senior coverage for clients in Greater China, helping them to identify and capture business opportunities across these products.

With more than 20 years of experience in investment banking, Tsao has worked across the industry, including spells in fixed income, equities, cash and derivatives. At Morgan Stanley, he sold equity solutions to sovereign wealth funds, pensions and insurers across Asia-Pacific. He previously served as president of China Development Industrial Bank in Taiwan and has held a number of management roles across capital markets at UBS, Goldman Sachs and Citibank.

“Having built his investment banking career over many years in Asia, Philip has cultivated deep client relationships and has established a well deserved reputation building top ranked businesses,” said Barclays in a written statement.
